The acronym MPR stands for
“Minimum Play Rule”. The rule is in place to provide an opportunity
for full participation by all participants regardless of athletic skill.
The MPR rule is in place for regular season and playoffs.
The amount of plays each participant
receives is determined by the roster size and those eligible to play
on game day. Players who are injured for example would not be
part of the weigh in process thus the amount of players ready to play
will determine the amount of MPR each will receive. The scale
for plays is: 16 – 18 players receive 16 plays each, 19 – 24 players
receive 12 plays, 25 – 30 players receive 10 plays and 31 to 36 players
receive 8 plays.
MPR are considered active plays
meaning from the line of scrimmage but exclude kick offs, extra points,
and free kicks. Plays that result in a penalty either for the offense
or defenses do not count, meaning the play must be repeated before it
counts in the MPR total.
On each sideline there are
2 MPR monitors, one from each team and they will work as a team to insure
the players are meeting the minimum amount of plays as indicated.
At the completion of the game
the monitors will sign the form and return it to the designated association
official. If a player does not complete the minim plays the monitor
should NOT sign the form.
The associations are required
to forward the Sunday MPR sheets to the NHYFSC state Board within 7
days for review.
